Abstract:Since performance is not related to workload and there is no significant difference in performance appraisals, social workers in Sijiqing Street are not enthusiastic about work. In order to stimulate social workers’ enthusiasm, how to transform performance related compensation? This difficult problem haunted Secretary Zhou, the leader of Sijiqing Street. Therefore, Secretary Zhou called a meeting of all communities’ secretaries to discuss about how to choose the appropriate type of performance related compensation. Also he invited the consultant to design a detailed performance related compensation scheme. Focusing on how to improve the compensation scheme, the consultant and communities’ secretaries had heated discussion. The discussion concentrated on two key issues, one is about how to comprehensively reflect social workers’ workload, and the other is about who is responsible for the performance appraisal.
