Abstract: The current research was based on the case study of Victor Group, depicting the shortage of talents it was faced in the process of rapid development. Even though the company made some related endeavor and work in human resources management,but the expected goals did not achieve yet. The loss of migrant workers at the grassroots level and construction period has been delayed; Shortage of mid-level managers influence the engineering quality and corporate mode of operation, etc. As soon as possible in the era of booming construction industry, how to solve the problem of talent shortage, became chairman of the board of directors of the company YuHui facing important issues. This case reveals the basic needs of migrant workers to some extent and explores effective incentives , and researchs the mid-level managers development.
